Yes, it is illegal. No, they shouldn't be doing it in public where people who don't want to be involved may observe them.

I'm open to having sex in the great outdoors, but either it needs to be on private land or in an area designated for nudity etc.

Well, in tribute to the bathroom thread that linked me to this one, I'll openly say that I don't care what people do in public. I don't care if the City Council has a daisy chain in the local park.
