California poverty levels have one prime driver and it's not the number of migrants in the community:

To repeat: Rents in my immigrant-heavy neighborhood have risen from $375/month 24 years ago to $1350 today without any noticeable increase in population. To make matters worse, current incentives favor building new rental units aimed at high income/net worth individuals and not at a majority of renters in the area. Who's getting rich from that, undocumented migrants?

Business invest and right off investments. So what even small ones do the same thing. The only way I would see this as a big issue is if they were able to take that right off for investing outside of the country or if they committed fraud through some kind of creative accounting measures (which I surely would not put past a few of those companies on that list).
The new tax law expands this break to allow corporations to deduct the entire cost of a capital investment during the first year.
