Paul Ryan’s Medicare Voucher Plan Improves With Each Pass
The 2013 budget that Ryan unveiled Tuesday picks up some important features, including the Medicare option, from the Ryan-Wyden plan. It would create a competitive-bidding process to determine the annual increase in the government voucher, forcing health plans and the Medicare program to compete for patients. The federal subsidy would be based on the second- least-expensive plan in each market. Ryan would means-test Medicare by subsidizing the poor more and the wealthy less. And beginning in 2023, he would increase gradually the Medicare eligibility age until it reaches 67 in 2034.
The Congressional Budget Office estimates that, by 2030, spending on the average Medicare beneficiary would be $7,400 (in 2011 dollars) under Ryan’s plan, 14 percent lower than what would be spent under current law.
Democrats are already hammering Ryan for ending Medicare as we know it. But the CBO estimates that the present system will run out of money in the next nine years. Ryan’s plan may be poor politics, but it’s the right policy.

Just some talk with virtually no details.

The media is calling it a blueprint but with so few details you could not even build a dog house from that blueprint.

Well that's easily solved. All they gotta do is call it the Ryan "Hope and Change" budget. After all, H & C was enough detail to get Barry elected to his one and only term.
 
This was a "commercial" vote. The hypocritical pubs removed everything except the dollar amount. With no info as to how the money would be spent, there was only one way to vote.

Anyone aware of the fact that the president's yearly budget recommendation is not an actual budget? It's far too general to be a workable budget. Also there's that thing with the debt ceiling deal that republicans would like you forget as they attempt to wiggle out of the deal they made for the sake of their pentagon buddies. Keep that fact central anytime they mention the word budget, they punted the whole thing to 2013 making the budget process superfluous this year and perhaps permanently.

Not to mention the fact that creating a budget is the one and only job that's constitutionally assigned to Congress.

It's their job to fill in the details, using or not using the recommendations of The President.

Now, when was the last time congress actually did the job we pay them for? :doubt: That's the question going unanswered.

All revenue generating bills must originate in the House. The budget is not a revenue generating bill. It is a spending plan, which is paid for by a bunch of completely separate revenue generating bills. The budget, in and of itself, does not generate revenue.

The President submits his budget proposal, the Senate can submit one, as can the House.

The country operated for most of it's history without a yearly omnibus spending bill. It is not a constitutional requirement to follow the budget process, they merely have to fund the government.

Psssst the HOUSE is where the budgets actually come from. When the dems controlled the house they never passed a budget. The republicans have passed budgets since they took over the house but the dem senate has rejected these budgets.

The reps don't have to stop with that talking point.

Ryan plan - $241 billion
Obama plan - $529 billion


Debt over the next 10 years:

Ryan plan - $3.1 trillion
Obama plan - $6.4 trillion


So, while Ryan's plan does add to the debt as you mentioned, you just conveniently forgot to mention that Obama's plan adds over twice as much to it as Ryan's



Year it balances the budget:
