Does the last sentence indicate that nobody goes to Hell?

Matthew 18:12-14



12 “What do you think? If a man owns a hundred sheep, and one of them wanders away, will he not leave the ninety-nine on the hills and go to look for the one that wandered off?
13And if he finds it, truly I tell you, he is happier about that one sheep than about the ninety-nine that did not wander off.
14 In the same way your Father in heaven is not willing that any of these little ones should perish.
 
Our Father in Heaven is a loving father. He will attempt to save even the least of us if we are willing to be saved. However, free will is an eternal principle of happiness and God will not force his children to be worthy of his kingdom. It is critical that they choose to be good beings in and of themselves. In this way they become like him and heaven is a place where the righteous will dwell. If man doesn't choose to be a good being but does evil continually, then God has no choice but to keep such individual out of his kingdom. Thus the great preaching of Jesus from the beginning of his ministry:


Matthew 4:17
17 From that time Jesus began to preach, and to say, Repent: for the kingdom of heaven is at hand.

It is for our taking if we are willing to accept it through repentance.
