Really? A 100 percent shutdown? I guess you forgot that the military is part of the government. What do you propose for the troops who are overseas? Work for free or come home?

When the Greeks, and later the Romans chose to no longer pay for their empires, the generals came home and the troops made their way at their own expense or settled into the local population.
