Congress just found the dumbest way to avoid a government shutdown.

Burgermeister, whenever a congressional faction has withheld their votes for the passage of the federal budget, for the ostensible purpose of reducing the annual budget, it has consequentially not reduced, and or (due to the forced shutdown's increases of borrowing costs) increased our annual budget, or we didn't pay less, but received less for our money. Forcing a shutdown has generally been to the Republican Party's disadvantage.
