Republicans lowered the rate but kept the tax breaks for the wealthy such as the carried interest deduction and created new breaks such as a new passthrough rate and a special break for real estate trusts.

Reagan did not raise revenue, this is a myth. Revenue growth slowed significantly after the Reagan tax cuts.
