An anchor baby is any baby born in the USA to non-citizen parents.
No, it is not.

An Anchor Baby is one whose parents came here for the purpose of giving the baby birth here and using it as an anchor to remain here.

You are such a dumbass,

That is a definition you just made up. I am using the definition that is formally accepted and which you will find if you look up the definition with a search of Google, Bing, etc. It is easy enough for anyone to determine simply by using whatever search engine they use and typing in "anchor baby definition" or "anchor baby meaning".
Producing an anchor baby does not mean the parents get to stay here. Parents of babies born in America are routinely deported. The idea that the baby can be used to permit the parents to stay in America is a myth. They baby, upon reaching adulthood may be able to use the citizen status to bring relatives over to the USA, but that is only after becoming an adult, decades after the birth. The key word is "may".
