2. the EU send peacekeepers in
3. the US send miners in to mine lithium
4. Ukraine gets a cut to rebuild
5. security is guaranteed because Americans will be in Ukraine, along with "NATO" troops

I doubt Russia will agree to NATO troops. That was a major reason they invaded was to keep NATO out.

Ukraine has wanted this rare earth deal long before the war started... they were asking for it in 2018... they wanted this partnership because they thought it could dissuade Putin from attaching if US businesses were in their country...
And it would have worked and still could even better than making them part of NATO...
I can see why Zelenskyy is slow to sign a deal with Russia but his people are dying and you have in some cases Russian Ukrainians fighting their own... it has to stop first then you can piece it back together...
