That's more than enough reason to need it.

What we don't want blacks voting 100 times per person?
So how do the I'd laws prevent blacks.from voting?
The stuff you've mentioned here if they were actually fraud rather than fuck-ups would be election fraud, not voter fraud. Voter ID laws would do nothing whatsoever to prevent such a thing. Strong encryption on open source operating systems with paper verification would be proof against this, sadly there has never any political will among republicans to address vulnerabilities in these machines even after Obama supposedly stole the election. Why would that be?They claim it was all straightened out, but there definitely was a problem with precincts getting more than 100% of the possible votes. Some said that the counting on the machines was wrong, though couldn't find any info on what the problem was, how it was fixed or what the correct numbers were. In other cases, there were high numbers of people turning in two ballots and they said initially, each ballot was counted but that they would correct the results. I did not find any info on the corrected numbers, just claims that any mistakes were being fixed.
Results showed more than 100% turn out.

Two Ballots Means Two Times the Votes
In St. Lucie County, Fla., about 175,500 residents were registered to vote on Election Day. But when results came in that night, officials counted more than 247,383 votes. Voter turnout was a whopping 140.92 percent.
Where did all the extra votes come from? It turned out some voters had submitted their long ballots on two separate voting cards. Each card had been counted once, meaning many of the votes were double counted.
The Examiner reported the real turnout total was closer to 70 percent, a number that conservative outlet suggested was still worthy of investigation for potential voter fraud.
