Why not? Russia is a free capitalist country. Money is the best motivation if you can use them freely. I myself have some property in Japan and think about buying something in the USA (just in case). But I'm ready that it will be stolen. Putin doesn't limit their usage of their legally earned money. Western governments do. If you think that the best way to use your money is to invest them in Western property, and you think that Western governments won't stole it - ok, its only your problem and your responsibility.
If the Western governments use your property as leverage against you - ok, its also your problem.
