But the constitution leaves it to the states to manage their own elections. The Const (or civil war amendments) also makes it illegal for a state to discriminate on the basis of race. But it is not unconstitutional to discriminate against voters likely to vote for one party or another.

The last time a veto-proof majority happened was for the Defense Bill under Trump. So that might be the only exception to Xiden, if he threatens a veto for Defense spending.
