'Martial law' can only be imposed in specific jurisdictions where actual war is taking place and the courts have ceased to function (see: Ex parte Milligan (1866)).

We now have a situation where the health of Americans could be in jeopardy if we held a nationwide election. As Democrats have pointed out, placing Americans in situations where they are in close quarters is a danger. Surely martial law could be enacted to prevent this catastrophe.
