But since federal Medicaid funding is a match of state spending, the cuts to federal funding in OBBBA are achieved by limiting how states can raise money to finance their own health spending.

Sorry, but I disagree since the welfare of the nation is part of their duty to the Constitution. The health and education of our citizens is a national security issue. It directly impacts our nation's ability to work and, if necessary, to defend the nation both at home and abroad.

You misunderstand. Federal Medicaid funding is limited by state contributions, but state contributions are not limited by the federal contribution.

The only part of the Constitution that is relevant to this issue is Article 1 section 8 clause e which gives Congress the power to regulate interstate commerce. Other than this the Constitution leaves the welfare of the people entirely up to the states in domestic matters. The interstate commerce clause gives the Congress the right to intervene in some domestic matters, but not the responsibility to intervene.

The trillion dollars in health care cuts don't even count the impact of the GOP letting the enhanced ACA subsidies expire. If you want to add those in, too, the GOP's cuts to Americans' health care are even larger.
