Because it was proposed and agreed to but left without cohesion until Carter dabbled in foreign policy...and got them to actually agree to stick somewhat to their agreements. (Russia wasn't a part of it then)
Of course they all cheated....but the immediate effect was a doubling of gas prices within a few months....and some places couldn't get any. Gasoline went from $0.36/gal to 0.62 in two weeks time. Then kept climbing to 0.75 and $0.85/gal and by the time Reagan took office it was running around $1.29/gallon.....8 years of Carter did that.
Quadrupled gasoline prices....
How would you like to pay $12/gallon or $16/gallon gasoline? That's what the '70's was like.
