Sure he is .. 100%? no .. contributor .. absolutely. It's naive to believe that Biden's approach on fossil fuels, not to mention lackluster response in Ukraine, hasn't helped fuel (no pun intended) and increase in fuel prices.

Regardless, with a majority of voters bening low-information voters, all they'll see is higher fuel prices and will automatically align it to those in leadership roles (e.g. Biden). Lose - Lose for Democrats.
