In honor of Sarowiwa I wanted to start a restitution program where all participating citizens sign an agreement to pay $5 million to survivors for any conviction of premeditated murder, and see if that has an impact on reducing and deterring crime. If $5 million is all his family received, why not advertise that by making it the norm for all cases of premeditated murder?

Imagine if all victims of war crimes or other violent crimes and rape received $1 million, $5 million or a lifetime of restitution from the perpetrators:
wouldn't all wrongdoers be busy filling up work camps and factories, in place of enslaving women and children in sweatshops and sex trafficking?

While I readily admit that there was more then likely more then a little "Wag the Dog" involved in Operation Desert Fox, I do not believe that was the entire picture.

That strike had been in the works for months, with the passing of the Republican sponsored Iraqi Liberation Act in October, then the warning of the International and UN teams that they should leave "By December".

And they were hardly "Defenseless". The Navy and Air Force were constantly engaging in missions where the Iraqi Air Defense was actively locking onto their aircraft. You may not remember clearly the tension of the late 19980's in that era, but I do.
