Technically, unless the other citizenship held is to a hostile/enemy power, it shouldn't concern anyone, and Cruz's move was unnecessary.

US citizenship implies that you hold US citizenship above any others, while holding a public office.

Ultimately though, it is down to the Supreme Court to determine whether the constitutional requirements are met, when taking up a public office.

Cruz might have wanted to avoid complications, if he managed to ever get elected as President, which won't happen obviously - but it will be amusing to see him struggle all the same.
