1) calculated means well thought out
2) calculated (when president), means you discussed the risk with others in your cabinet and it was an agreed-by-majority risk
3) calculated risk usually means one or two

Trump is a gambler and he has lost many times. In 1998 (after his gamble with the casinos and other things he tried), he had a $1.1 billion debt. No U.S. banks were willing to loan him any money (they were not willing to take the risk). Trump had to go to the Deutsche Bank (Russian Mafia backed) to get the loans he needed to get out of problems.
That was a LAST resort. If they had not loaned him the money, he would have been out on the street. This is all FACT.
