If that happens, hammering out some tariff agreements would be easier than dealing with theft, and they may do that to show progress. Then they might agree to deal with the theft issue later, or on a different level. Markets would love that.

The question is whether China has already decided to wait until the results of the 2020 elections to make any significant commitments.

If communism is so great at educating, Ed...would you like to take a crack at explaining why China's elite send their children to the US for college? Interesting article in USA Today about how the number of Chinese buying up expensive houses in the US has declined this year. They were snapping up million dollar properties paying cash money and they were doing so not only as a secure investment but also for a place for their children to stay while they were attending college! The fact is...there is a new class of Chinese...the ultra wealthy. China now has the second largest number of billionaires in the world...trailing only the US. That's happened despite communism not because of it! The Chinese government has allowed private businesses to exist. Why? Because a semi capitalistic way of doing things spurs growth...communism does not!
