There should be no such thing as "discretionary" spending when it applies to gov't.

Good point ... But I wasn't really talking about the government ...
As much as the institutions doing the research.
In most cases they are already receiving Federal funding for operations ...
Including 'overhead' in their cost analysis when applying for a grant, which is something we are already paying for.
That's how they expand their 'research industry' ... By double dipping the 'overhead'.
It's what corporations do with 'profit' to achieve sustainable 'growth'.
Only we aren't talking about corporations and using discretion towards what they pursue ... In a cost/benefit analysis.
That's what has been turning the Federally funded research ... Into little more than a slush fund.
Good luck if you think half of the folks on Capitol Hill can understand that ... Or care for that matter.
They are more interested in securing the research they want, to support their desires ...
And 'fuck all' to any discretion.
But hey ... I know that is kind of complicated and involves many layers ...
But if we start 'peeling the onion', the pieces will become clearer.
