They shouldn't have been on Signal doing this. It was dumb, and there was no reason for it. That said it doesn't appear that any actual targeting data or mean/methods were compromised, and there is certainly a ton of hyperbole surrounding this which everyone should expect. This was an unforce error.
It was also dumb to listen to anyone from the last administration about the app.... they told Waltz and others that's the method to use...

The journalist (unless he has a security clearance) has ZERO legal exposure
The difference between the Valarie Plame incident and this is Novak had no idea Plame was a CIA operative.
If a journalist knowingly reveals classified information they can be charged under US Code, Title 18, Section 793, Paragraph e.
The only thing saving Jeff Goldberg's ass is releasing this information cannot bring harm to the operation since it has already been concluded.
However, he can be charged with espionage if he broke the law by breaking into that chatroom. If someone let him in then they could be charged with security violations.
