Nobody said you have to be prepared for anything all the time. Why do you have a problem with people who have the means to prepare for some things and do so? Look, if matters are so dire that I'm turning people away then that action gives me freedom later to accept others, others who are more valuable, have something to trade, have something to offer.
The need of the mother and child is not my problem, my problem is to keep my family alive and to offer assistance when I choose to offer it.

The what you call popular vote is what will directly cause the meltdown. We now have the magical 50%+ voting for handouts at the expense of those providing the handouts. The popular vote is always the downfall of the socialist system. Eventually you don't have enough to give away and those you counted on providing cease to do so choosing rather to join the freeloaders in the government hand out's.
