One officer disarmed him. At the very same time, another saw the gun, yelled "Gun!", and another opened fire because of the toxic and hostile environment created by the cacophony of honks, whistles, and yelling which made the situation chaotic.

From what I've seen and read, the "disruption...(and) toxic...hostile environment" was not present in Minnesota before Trump turned his secret police loose.
