Both.

Neither will realistically achieve it on their own. Drastically cut exorbitant and useless defense spending, extricate ourselves from expensive and draining foreign wars, axe the unsuccessful war on drugs, meanwhile re-institute the progressive tax we had throughout the 20th century and remove the benefits of corporate tax, since they want to be treated like people. It'll take a combination of the two to effectively pay off our debt while still providing the social services that form the basis for why we organize into societies and build governments in the first place.

Both. The top 1% of incomes that own 90% of everything need to pay taxes, and the govt needs to spend less, on defense and entitlements.
