Given that anarchy is a state of existence that is unlikely to remain, tyranny is worse. It's a fart in the wind. The moment people cannot agree on something, they will ask for someone with authority to decide for them. BOOM...the state is born.

For that reason, anarchy often leads to tyranny.

"Anarchy" was just how Noah described the boat he was building. Why the "h" no one knows.
"Tyranny" was just a transmission designed by Thor's brother.
 
Anarchy leads inexorably to forms of tyranny at the local level, as warlords of various types fill the vacuum of power and use brute force to maintain it. Tyranny, as it is posited here, assumes a more centralized authority using powers of the state to enforce rule rather than the use of brute force.

Ultimately, the only MORAL difference would have to do with the particular inclinations of the tyrants involved rather than the form the tyranny takes. If anything, the centralized form of tyranny would be better able to maintain at least a semblance of civilization, while the anarchy could lead to the devolution of society to the point of barbarism
