True anarchy is exceptionally rare. After civil disruptions or government collapses societies will eventually revert to the level of authoritarianism they are accustomed to.

Anarchy leads inexorably to forms of tyranny at the local level, as warlords of various types fill the vacuum of power and use brute force to maintain it. Tyranny, as it is posited here, assumes a more centralized authority using powers of the state to enforce rule rather than the use of brute force.

Ultimately, the only MORAL difference would have to do with the particular inclinations of the tyrants involved rather than the form the tyranny takes. If anything, the centralized form of tyranny would be better able to maintain at least a semblance of civilization, while the anarchy could lead to the devolution of society to the point of barbarism
