Also, what people keep saying is true. Tariffs aren't taxes on other countries. They're taxes on US citizens who want to do business with other countries. We're telling them, "Don't do business with China (et.al). If you do, you'll have to pay a penalty".

Zero tariffs are what we call free trade zones. The EU generally has that internally. We generally had that with NAFT internally. Ideally, the US and the rest of the Americas would join in an AU (Americas Union).
