In this context, "failure" mean nonachievement of stated goals. Since Obamacare was implemented, it cannot be considered a failure. Similarly, Obama's principal goal for the economy has been "fairness" (i.e., reducing the income disparity between the employed and the unemployed), achieved by his expansion of government benefits.

Contrastingly, his foreign policy has been a disaster by almost any standard. Even his politically expedient goal of "bringing the troops home" has been stymied by his incredibly naive understanding of foreign affairs. In this sense, he has achieved the exact opposite of why he was awarded the Nobel Peace Prize.
