If people were taken care of at the first signs of problems, there would be less spent in taking care of that person once it is full blown. Like a colonoscopy...or a mammogram, for example. The local medical assistance program where I live does NOT pay for mamms or colonoscropies. I think that is stupid because what if it is something that can be cured or taken care BEFORE it turns cancerous?

What you are talking about is pre-paid medical, not insurance for the unforeseen.
