What if the government granted a "sovreign state status" to black people?

Basically, this would be similar to what the US government has done for the Native Americans, it would grant a territory with the status of a "sovereign state" for black people who voluntarily wished to immigrate there, where they would be allowed to establish their own culture and sets of laws and government, akin to the Native American tribes.

What would be the objection here (this of course, would not be 'forced deportation' of blacks who did not wish to immigrate).

In fact he did, as did many subsequent presidents. That is where Liberia came from. All voluntary. Any American black who wants to emigrate to Liberia will have passage paid by the U.S. Government and a stipend for 6 months. To the best of my knowledge, this remains the law.
