what does % mean?

Someone sent me an email for the second time ending with a %. The first was someone stating they liked something and asked me to note the % and the second sent an email stating wars are not started by such and such %.

I might be a decade behind but I really don't know.

It's "tags" the emails (and responses) to keep track of the emails/responses.

Why would the person doing this want to track your emails?

Kind of big brother is you ask me.
