Well, those that have Proportional Representation, these are countries with Democracy, which offer their citizens the chance to play an equal part in their political system.

It's not the separation of powers that is the problem.

Let me explain.

In Germany they vote TWICE on the same day. Once with First Past The Post (FPTP) which is the same system used in the US, and once with Proportional Representation (PR).

In 2017 the CDU/CSU (conservatives) won 37.2% of the votes with FPTP. They got 231 seats out of a possible 299. That's 77.25% of the seats from 37% of the votes.

The SPD (liberals) won 24.6% of the votes and won 19% of the seats.

The FDP (center) won 7% of the votes and won zero seats.

However with PR the CDU/CSU won 33% of the votes. That means that 4.2% of the country voted for the CDU/CSU when really they wanted someone else to represent them.

The SPD also lost 4.1% of their vote when it came to PR. Which means 8.3% of people turned away from the larger parties with PR, but felt the need to vote for them with FPTP.

It is known that FPTP benefits the larger parties. Hence the reason why the US only have two viable political parties in the US.

The CDU/CSU gained 246 seats out of 709, or 34.6% of the seats, instead of 77% of the seats.

So, you can see that actually the system plays a MASSIVE PART in deciding the make up of the Bundestag. Had they gone with FPTP, the CDU/CSU would have an unfair advantage. Whereas with PR they're getting the seats they deserve.

In the US, because of FPTP, there are only two viable political parties, there's no way in hell that with PR that the US would see only two political parties. It's easier to buy seats, easier to manipulate voters, because people vote tactically, or negatively.

Most people are like "I hate Democrats, so I vote Republicans" or the other way around. They're not voting FOR something. In Germany they can freely vote positively.
