What did our founders really mean when they said “general welfare”?

Who provided all the infrastructure for those vehicles to ride on?
Who provided public land for oil pipelines?
Government

Roads that everyone can use

Can I use your BYD on my next vacation if its not in the shop?

Same economic incentive is available to you.
You just choose not to take it.
Does this mean we cant share your electric car next month since I partially paid for it through my taxes?

In the early 1900s, few Americans drove cars.
The government still invested in roads and infrastructure for those cars to use.
The cars (privately bought and paid for) were here long before sleepy government workers thought of building paved roads that everyone could use

Of course not, you free loader. Can we use your bathroom since our taxes in the community region state in feds helps you buy it and maintain it and ensure it and repair it?

well Ya after all no other vehicle in use at the time needed a road, right? No roads were built until the inventing of gas-powered cars, right?

You were misinformed

No one in government helped me buy my bathroom

They were mere toys for the wealthy as there were few roads for them to drive on.

Cars did not become practical until roads and bridges were provided

Not so

The roads were already there though most were unpaved

I have never objected to public roads or bridges

Its the injustice of my tax dollars being wasted for your private transportation

You can split hairs or mince words all you like but most people will agree with me on this

" Difficulties Without Private Volition "

* Supposing Methods For Establishing Independence Of The Individual *

First, that's Article 1, Section 8, Clause 1 of the Constitution.

Second, the first part deals with the common defense. I assume it means just that, giving Congress plenary power to declare war.

Third, the "general welfare" part, I assume, means that it is in charge of passing laws and treaties that provide for the overall "general welfare" of the US. In my opinion, it's straightforward.
I would gather that welfare programs fall under that role.
. CDZ - Why Have Socialists Not Privatized The Socialist Ideals ? .

Negative liberties represent protections , independence and individualism .

Positive liberties represent endowments , dependence and collectivism .

A credo for a motto of e pluribus unum expects independence of the individual , with equal protection of negative liberties among individuals .

The term individual is premised to be an individual citizen , or a greater individual by virtue of a collective , such as a corporation , or a state , or a federate , or a civil litigant .

The legitimate state interests , in ensuring individual actions are limited to legitimate aggression through equal protection of negative liberties among individuals , are constrained to safety or security ,

A principle for non violence defines violence as illegitimate aggression , while specifying that self defense against violence is legitimate aggression .

A principle for individualism could define violence as any act of illegitimate aggression which deprives an individual of self ownership or self determination , where self ownership entitles an individual to free roam , to free association and to progeny , and where self determination entitles an individual to private property and to willful intents through contracts , which are made valid through informed consent .

* Abdication Of Role To Authoritarian Bureaucratic Collective Dependence *
Then again, "general welfare" may mean that of the government itself and not of the citizenry, which I think is unlikely.
That could depend on whether government is engaged to implement martial law for state or federate solvency , or whether civil law is not founded on equal protection of negative liberties among individuals , where legitimate state interests are constrained to safety or security .

The sectarian supremacists of fictional ishmaelism are pandering populism for democracy as tyranny by collective majority that is against independence of the individual , which also includes edicts and tenets of creed for implementing illegitimate aggression , such that extensions for citizenship should be rescinded , though travel abroad is allowed .

When phenomenology representations include lofted anuses , head down in prostration towards an engraved amulet of a shiny anus , such an act is clearly seeking to communicate a mind set of being ass holier than thou in blind obedience .

Enjoining good and forbidding wrong - Wikipedia
This expression is the base of the classical Islamic institution of ḥisba, the individual or collective duty (depending on the Islamic school of law) to intervene and enforce Islamic law. It forms a central part of the Islamic doctrine for Muslims. The injunctions also constitute two of the ten Ancillaries of the Faith of Twelver Shi'ism.[3][4][5][6]

Twelver Shi'ism - Wikipedia

Twelver Shi'ism (Arabic: اِثْنَا عَشَرِيَّة, romanized: Ithnā ʿAshariyya), also known as Imamism (Arabic: إِمَامِيَّة, romanized: ʿImāmiyya), is the largest branch of Shi'a Islam, comprising about 90% of all Shi'a Muslims. The term Twelver refers to its adherents' belief in twelve divinely ordained leaders, known as the Twelve Imams, and their belief that the last Imam, Imam al-Mahdi, lives in occultation (ghayba) and will reappear as "the awaited Mahdi" (al-Mahdi al-muntazar).
