What age do you let your kids date? How do you chaperone?

As far as I am aware drinking at home underage is still just as illegal as drinking in a bar underage. Thats why you always hear stories about parents getting in trouble with the law for letting kids have a party with alcohol at the house....

Know the other kid fairly well.

Know and talk with his or her parents.

One violation of your rules, the child knows s/he is grounded until s/he is 36. No ifs, and, buts.
