Reagan introduced the "trickle down" theory and what happened was it trickled out, instead. Donald Regan was his COS/Secty of Treasury and also the ex-CEO of Merrill Lynch. The wheels for this mess started turning in 1980 when that addled, empty-headed second banana to Bonzo was elected.
