The percentage of turn out is based on in-person voting at the precincts. We know most Trump voters voted in person and most Biden voters voted by mail. So it's no surprise that turn out at conservative-leaning precincts was high but low in Liberal-leaning precincts.

As far as areas with zero registered voters but with votes counted, those are not precincts. They're used solely for counting absentee ballots. The voters who mailed them in are registered in other precincts...
