It will never happen. Neither side will allow it to occur because it might restrict their power.

I work in the mapping world. There are very easy means to have non-partisan districts drawn using commonly available tools and data; but that’s not what anyone wants.

First, gerrymandering has been around since the very first Congressional election. Want to blame someone, blame Patrick Henry and the anti-Federalist party.

Second, we have the means of combating this within the very structure of our government. Maybe this whole redistricting thing will finally reveal our real problem, state legislatures.
