Youre conflating the legal definition of war as it pertains to Congress, and just general usage of that word.

The president can fo this for 2 months before he has to go to Congress, so all those democrat talking points that declare this "war" is unconsitutional, is pure horseshit.

The War Powers Resolution of 1973 stipulates that if the President initiates hostilities, they must terminate within 60 days (or 90, with an extension for safe withdrawal) unless Congress authorizes a continuation, declares war, or is unable to meet. It does not define "war" by duration, but rather mandates congressional approval for sustained, unauthorized military action
