Seems to me 'reform' would address those that are uninsurable, rather than those that choose not to have insurance. Many of those without are between jobs and don't bother with the COBRA. More are under 30 and don't want to pay, figuring they are healthy. They choose to 'play the odds.'

Some are self-employed and choose other priorities over insurance, indeed even nixing a part-time job which would provide the insurance.
