Conceding to a federal lawsuit, the US government agreed to release a 1987 Defense Department report detailing US assistance to Israel in its development of a hydrogen bomb, which skirted international standards.

The 386-page report, Critical Technology Assessment in Israel and NATO Nations,” likens top Israeli nuclear facilities to the Los Alamos and Oak Ridge National Laboratories that were key in the development of US nuclear weaponry.

Israelis are "developing the kind of codes which will enable them to make hydrogen bombs. That is, codes which detail fission and fusion processes on a microscopic and macroscopic level,” said the report, the release of which comes before Israeli Prime Minister Binyamin Netanyahu's March 3 speech in front of the US Congress in which he will oppose any deal that allows Iran's legal nuclear program to persist.





"I am struck by the degree of cooperation on specialized war making devices between Israel and the US," Roger Mattson, a formerly of the Atomic Energy Commission’s technical staff, said of the report, according to Courthouse News.
"It's our basic position that in 1987 the Department of Defense discovered that Israel had a nuclear weapons program, detailed it and then has covered it up for 25 years in violation of the Symington and Glenn amendments, costing $86 billion,” Smith said during a hearing in late 2014 before Judge Tanya Chutkan in US District Court for the District of Columbia.

I don't quite understand your point. What does this nearly 30 year old report tell us?

At the time of the report (1987):

They are still hampered in being able to design and produce fusion weapons or other more complicated device. Utilizing fusion and fission in the same configuration. As far as nuclear technology is concerned the Israelis are roughly where the US was in the fission weapon field in about 1955 to 1960. (Page III-4)
Trying to use that ancient information today to extrapolate where the program might have gone 30 years is a fruitless effort. It really doesn't confirm the existence of an Israeli Nuclear Weapons Program in 2015. The Report said:

It should be noted that the Israelis are developing the klnd of codes which will enable them to make hydrogen bombs. That is, codes which detail fission and fusion processes on microscopic and macroscopic leveI. However, it is doubtful they have the codes to completely design such devices. as these involve more exotic radiation transport and are multidimensional. The Israelis do not yet have the capability to carry out these kinds of calculations. (Page III-4)​

  • And Israel's policy does not run counter to the theory that all countries can access peaceful nuclear technology.
But Israel will act and conduct itself in a way that is to their own best interest. Israel does not need to become a treaty member to hold these basic tenants. To date, Israel has not been the object of substantiated allegations that they are engaged in unsanctioned nuclear activity.

So it does not actually say that Israel built a nuclear weapon, just that they were given assistance to develop the codes which detail fission and fusion processes on a microscopic and macroscopic level. Which could be for nothing more than more economical and more efficient nuclear reactors for generating electricity. Much as Russia has been doing with Iran in recent years. Does this mean Iran is on the verge of building a nuclear bomb using your criteria ?

The report demonstrates that the U.S. knew that Israel had nuclear weapons in 1987, and that the U.S. Government broke the law in contravention of the Symington Amendment to the Foreign Assistance Act of 1961.

And, of course Israel's policy runs counter to non-proliferation, Israel proliferated.

Interesting that this was exposed now, timed to coincide with the conclusion (successful or not) of the negotiations with Iran. But I am sure Rocco agrees that Iran should also "act and conduct itself in a way that is to their own best interest". And with a nuclear Israel nearby, by that does not hesitate to attack, invade and occupy nearby countries, e.g. Lebanon, Iran must consider the danger they would their population in without a robust deterrent or guarantees from a nuclear power, e.g. Russia/China/France to provide the deterrent.

The US may have understood the research in Israel. The report examines the ability for fabrication, but never actually had hard evidence to support the claim that a weapon had been fabricated.
