The Joint Comprehensive Plan of Action (JCPOA), commonly known as the Iran Nuclear Deal, was a landmark diplomatic agreement reached in July 2015 between Iran and the P5+1 (the U.S., UK, France, China, Russia, and Germany) during the Obama administration.
Key Objectives and Constraints
The primary goal was to prevent Iran from obtaining a nuclear weapon by blocking its pathways to fissile material (uranium and plutonium).

- Enrichment Limits: Iran agreed to reduce its stockpile of enriched uranium by 98% and limit enrichment to 3.67%—well below weapons-grade levels (approx. 90%).
- Centrifuge Reduction: The number of centrifuges was cut by two-thirds, from nearly 20,000 to 6,104, using only the oldest and least efficient models.
- Plutonium Path: Iran agreed to redesign its heavy-water reactor at Arak so it could not produce weapons-grade plutonium and shipped spent fuel out of the country.
- Verification: The International Atomic Energy Agency (IAEA) was granted 24/7 access to declared sites and the ability to inspect suspicious undeclared locations.
- U.S. Withdrawal: In May 2018, President Donald Trump unilaterally withdrew the U.S. from the JCPOA, calling it "defective at its core" and reimposing "maximum pressure" sanctions.
Following the U.S. withdrawal, Iran gradually resumed higher levels of uranium enrichment (reaching up to 60% purity) and restricted IAEA access. While the Biden administration attempted to revive the deal, negotiations faced repeated setbacks.
