At a minimum, he should gather an international coalition to take over the land around the Straits of Hormuz so that Iran can no longer be international pirates demanding tolls to pass through.

Enriching to 60 percent is enormously expensive and time consuming and would need the additional step of down blending to be used in a standard nuclear reactor. Their stockpile of HEU is OBVIOUSLY for their nuclear weapons program.
