Classification/declassification is a derived power, not in the constitution.

And the supreme court has made clear, that the presidents unlimited power to pardon, has to follow a formal process. It can't be done by word of mouth.

If he was told classified information, without the person briefing him starting or ending by telling him the information was classified. Then the answer is the ignorance defense applies.
