They were stolen when they left the WH in one box to one destination, then they went several different ways, serveral different times. Each is a violation of federal law.

A document isn't Declassified until the classification markers are actually changed. Even if he ordered them to classify the fact that his staff didn't actually follow the protocol means that they are not declassified.

And stealing the documents when he is leaving office is still a felony regardless of whether they're declassified or not
