By forcing universal background checks, it prevents the Denny's parking lot sales that generally end up being transported into the urban jungles to the gangs. According to the Chicago Chief of Police, over 60% of the weapons in the hands of the Chicago Gangs come from Indiana which is just 4 minute drive away.
