The Federal Government also relied a lot on taxing alcohol- hence the reason for the Whiskey Rebellion of the 1790's. In fact, getting the prohibitionists to agree to support the Federal Income Tax in 1913 was the key to getting Prohibition passed. The federal government hesitated because prohibition created a fiscal hole.
