If you don't want your military ships attacked by other ships (or unmanned boat, or cruise missiles or torpedoes) don't attack civilian ships in high seas.
You can't establish rules for high seas just by yourself. There were a lot of fools, who tried to do so, believing that they are the only naval superpower. They all were beaten by united groups of other sea-trading countries.
