A good common-sense decision....The swamp that DC is built upon is damn cold in winter.

Doubly so when the wind is blowing out of the WNW at 15mph and it's only supposed to be 21 with snow on the ground.

Hubby and I laughed in Michigan at the news. The high is supposed to be 22? Heh

But I do get it. It's not 22 for 30 minutes, or even an hour. People will be out there for a long, long time--maybe many of them from Southern climes where they don't have the gear, and don't know how to dress, etc.
 
Things change, that's the only thing that is constant. When I was 12 my mother took me to JFK's inauguration, and it was very somber and proper to me at that age. I took my daughter to Clinton's 1st inauguration, and we both hissed at the Sikorsky army 1 when it lifted and flew Bush off into the air by the monument. I thought it was past time for Bush to go, and still feel that way. It has turned into a Jerry Springer show today, the media and social media has polluted the landscape where no one accepts anything anymore. It's also very dangerous.
