All military departments, bases, operations, etc provide an annual budget request and here's the key; with justification for all budget requests which basically means some serious "creative writing".......... Commanders can also strengthen their request by allocating moneys they previously received for specific maintenance elsewhere and claim pauperdom........

If one ‘disagrees’ with the report he’d need to provide evidence that the assessment by the U.S. Air Force is wrong.

Yeah, I did, sorry. A border fence may not solve the problem but it will help. Might save a few lives even, for people that try to cross over open land now, they might decide to go through a checkpoint. Another part of border security might be a few more checkpoints, surveillance drones, detention centers, and changing the current laws.

So you are claiming people cross the border illegally just because they don't want to wait in line at "checkpoints"?

Well, if they are criminals, gang members, terrorists, etc., they might not be too interested in trying to go through a checkpoint if they can avoid it. Maybe a fence isn't the total answer, but it is a deterrent, an obstacle.

If they do, something is wrong, I guess.
I see no actual need for hundreds of bases abroad but when there is one, it should be save. Nobody should be able to take arms from there.
