So, the odds favor him taking over at the start of a recession with a GOP congress that is running against him. A big question is not whether his program is appropriate for a recession, something almost all economists would agree with, but rather can he get it through congress? His war on excessive regulation and ruling by presidential decree will be fought against a highly partisan bureaucracy. What will this do to the market?
